Department Overview
The Information Technology (IT) Department is a security first organization. We deliver data and technology services and, through collaboration with partners, transform the role of Information Technology to advance the UC mission. Position Summary
The Chief of Staff provides strategic and operational support to the Vice President, Information Technology Services. The position leads strategic UCOP and systemwide initiatives on behalf of the vice president; represents the vice president in meetings and discussions; provides general guidance and assistance to the vice president and senior managers; directs key programs; and coordinates departmental administration and activities. Is responsible for making decisions and directing activities to support the achievement of departmental objectives; putting in place procedures to protect organizational assets and ensure policy compliance; and fostering an inclusive work environment.
Responsibilities
Strategic Initiatives and Support 55%
- Supports the vice president in planning, developing, and executing systemwide IT strategy, governance, and initiatives.
- Advises the vice president on strategic, policy, and administrative matters. Alerts the vice president to issues of concern and confidentially communicates issues on behalf of others.
- Develops, recommends, and implements appropriate action to the vice president on a range of matters impacting the department and the IT function across UC.
- Works directly with high-level stakeholders, such as UCOP executives and location chief information officers, to develop and implement systemwide initiatives and solve complex problems.
- Supports systemwide IT governance, including the UC IT Leadership Council, leads initiatives, maintains procedures, and tracks activities.
- Helps establish and coordinate implementation of intermediate and long-term priorities for the department in collaboration with senior managers.
- Drives diversity, equity and inclusion initiatives, including digital accessibility for people with disabilities, and serves as a liaison with other UC and UCOP DEI initiatives.
Departmental Operations 30%
- Directs the systemwide IT project management office.
- Directs the administrative operations of the immediate office of the vice president.
- Serves as the departmental liaison to the UCOP Operations department (budget, HR, and business units) and UCOP divisions, ensuring the department adheres to UCOP and UC policies and procedures and supports UCOP and UC initiatives.
- Works closely with the UCOP Budget Office and departmental directors and managers on budget reporting, decisionmaking, and submissions.
- Leads operational analytics including projects, financial spend, tickets, incidents, and personnel.
- Coordinates staff initiatives, including staff engagement and morale-building activities.
- Directs departmental administrative staff to streamline work, ensure compliance with policy and procedure, and promote effective coordination with the UCOP centralized business units.
IT Policy and Records Management 15%
- Directs the policy and legislative analysis team, ensuring systemwide IT policies are maintained, updated, and communicated
- Ensures policies are developed with readability and feasibility in mind; and directs initiatives to support consistent awareness, interpretation, implementation, and compliance systemwide.
- Directs coordination of feedback to UC state and federal governmental relations offices about the impact of pending legislation on IT and records management, consulting with legal counsel and UCOP and location experts.
- Publicizes chaptered legislation as appropriate, and/or develop compliance plans or guidelines or educational materials, in partnership with legal counsel and location experts.
- Directs the records management team, ensuring the unit provides high-value UCOP and systemwide records management services.
- Ensures records management schedules and policies are maintained, updated, and communicated; and directs initiatives to support consistent awareness, interpretation, implementation, and compliance systemwide.
- Manages teams in accordance with UC policies and procedures; provides leadership and mentoring to motivate employees; conducts performance assessments; encourage professional development; and fosters an innovative, inclusive, and supportive work environment.
Required Qualifications
- At least 10 years of relevant previous work experience.
- Significant experience and expertise operating in complex federated environments.
- Sophisticated leadership abilities to establish department and systemwide goals, and to motivate and influence others to achieve.
- Demonstrated ability to research and analyze issues and situations; to think strategically about problems, processes, issues, and potential resolutions; and to make recommendations to executive leadership for prioritization and resolution.
- Demonstrated ability to develop and execute strategic plans, including conducting current-state analyses and designing implementation processes.
- Demonstrated ability to balance a number of projects simultaneously, be a self-starter, set priorities, and work independently.
- Demonstrated ability to be an effective leader and manager, and to set and support deadlines and goals.
- Demonstrated ability to establish and ensure adherence to procedures that streamline steps, achieve efficiency and effectiveness, and resolve problems.
- Thorough knowledge of financial analysis and reporting techniques; human resources and risk management planning; and accounting and payroll.
- Excellent interpersonal skills that demonstrate the ability to work collaboratively and effectively with UCOP and systemwide groups and to lead high-priority projects with the potential for significant university impact.
- Excellent skills developing and managing stakeholder relationships.
- Demonstrated ability to communicate effectively and diplomatically with all levels, including executives, staff, and faculty.
- Excellent verbal and written communications skills with the proven ability to synthesize and convey complex information clearly and concisely for a broad nontechnical audience.
- Demonstrated experience building a diverse team and cultivating a supportive and inclusive work environment.
- Demonstrated ability to formulate, interpret, and communicate policy and procedures to diverse audiences, including staff and senior managers.
Preferred Qualifications
- Significant experience in complex higher education and large research university environments and an understanding of related priorities, issues, motivations, and constraints.
- Experience with the University of California system and an understanding of UC culture, policies, practices, and mission as a public educational and research institution.
- Knowledge of legislative processes, ability to assess the impact of pending legislation on the IT function, and ability to coordinate initiatives and policies to support regulatory and statutory requirements while incorporating best practices and university cultural considerations.
Education
- Bachelor’s degree in a related area.
Salary And Benefits
